Detective Bureau
The Detective Bureau consists of 18 officers, which includes one Captain, one Lieutenant and one Sergeant, who oversee the division. There are seven general duty detectives, five narcotics detectives and two youth / sex crimes detectives. One detective is assigned to the U.S. Marshals' Violent Fugitive Task Force. The Detective Bureau is responsible for investigating reported felony crimes and presents cases to the Parma Municipal Court and the Cuyahoga County Common Pleas Court. Detectives also have additional assignments such as SWAT Team Tactical Officers, Hostage Negotiators, Public Information Officer and County Task Force Officers fighting internet crimes against children.
It is the goal of the Parma Police Department Detective Bureau to fully investigate felony cases reported to the department and to use our current resources and investigative capacities to conduct thorough and timely investigations that not only ensure justice for crime victims, but safeguards the constitutional rights and protections of those accused.
The Detective Bureau is staffed on weekdays from 8:00 AM to 4:00 PM. Detectives are on call all other times.
Detective Bureau Commander - Captain Kevin Riley
Captain Riley began his career in law enforcement in 1992 after serving in the U.S. Air Force. He joined the Parma Police Department in 1999. Captain Riley previously served in the detective bureau in the general crimes unit and the narcotics unit, both as a detective and a supervisor. Captain Riley also served on the department's SWAT Team, and was the department's public information officer. He was previously the commander of both the Administrative Division and the Patrol Division. Captain Riley is a 2015 graduate of both Northwestern University's School of Police Staff and Command and the Police Executive Leadership College (PELC). Captain Riley holds an Associate's Degree in Law Enforcement from Cuyahoga Community College, a Bachelor's Degree in Technical Education from the University of Akron, and a Master's Degree in Criminal Justice from Michigan State University.
